the plan of any mine or any contract has not been approved by the

Government, they should at once be submitted to the Commissioner

of Industry.

Resulation 70. Any rules or contract made by any miner for the working of any mine and duly approved by the Authorities prior to the enforcement of these regulations shall continue to remain in

force.

106 Regulation 71. In case of any land held from the Government for mining operations prior to the enforcement of those regulations, the mine owner shall make a report, after the boundaries of the land have been properly determined by the Comissioner of Industry, as to the area of land already opened and how the remaining part of the land will be worked during the coming years.

Chapter XIV.

Regulation 72.

Co-operation between Chinese and foreiners.

Not only Chinese may be registered as mine-owners bu any person of any nation which has entered into treaty withChina, who agrees to observe t all the mining regulations xxx and any fules or law now in force or to be enforced in the future in the Province, may join with any Chinese merchant with his capital and apply for registration as mine-owner to undertake any mining enterprise in the Province. In any co-operation between any Chinese and any Foreigner, the following two conditions must be observed. (1). The landlord of any land may invest his land as capital to co-operate with any foreign merchant in any mining undertaking. When the landlord desires to obtain a price for is, land instead, the Government (which shall then be regarded as the landlord), or Chinese merchants may purchase the land at a reasonable price and co-operate with the foreigner; while if the landlord wishes to leasɛ his land, the Government or some Chinese merchants may lease it at & rent agreed upon, and in this case the lessee shall be regarded as the landlord. Any case of such co-operation shall be conducted in accordance with Regulations 17 and 39.

(2). When any Chinese merchant invests his money capital to co- -operate with any foreign merchant in mining business, he shall be
